Reports: Question #16

What challenges have you faced regarding sharing information with other state agencies?

19 states answered
Washington: Involving, informing, and getting the interest of the directors and executive directors of state agencies. Once this has happened however, we have been able to maintain a great working relationship with them.
New Mexico: Several efforts have been made in recent years to coordinate data collection on post-school outcomes across agencies, but complexities continue to present barriers. This was the first statewide comprehensive post-school survey conducted by New Mexico, and it is anticipated that the value of this information will stimulate further efforts to collaborate on data sharing among agencies to evaluate student outcomes.
Texas: In Texas there is not a two way sharing of information among state agencies due to confidentiality guidelines within each organization.
North Dakota: We have a large number of very small districts, with numbers too small to report publically.
Wisconsin: Information is shared in report form, so no personally identifiable information is available; the parent groupd did ask if parents could have access to all the data rather than just the district reports (they cannot).
Kentucky: Don't know yet
New York: Confidentiality policies prevent sharing information between state agencies. If confidentiality issues were addressed, which is unlikely, a student identifier that is tracked/used by schools and state agencies would need to be developed and implemented.
Wyoming: We are working on being able to obtain information from other agencies.
Ohio: Current Ohio is not allowed by law to share personally identifiable information on students.
Indiana: Making a direct correlation with the student population is difficult due to the differences in defining the population. Unfortunately, the unique identifier does not follow the student into the adult service agencies.
Alabama: concerns with confidentiality
Connecticut: Confidentiality regulations (e.g., FERPA, HIPAA); differences in terminology (e.g., "transition" means different things to each agency. Needed to find common definitions.)
West Virginia: Reciprocity of information
Utah: Have not reported yet.
Hawaii: None
Montana: N/A
Delaware: None as of yet
Arizona: None regarding Post-secondary Outcomes yet.
Illinois: N/A
