The Indiana Department of Education uses the STN number as the student unique identifier. It is a unique number assigned to the student that follows the student throughout their education.
The Indiana Division of Exceptional Learners contracts with Ball State University to develop the Post School Follow Up System, analyze results, and provide training. Local Education Agency staff organize and facilitate data collection through staff phone survey methods and data base input utilizing software managed by DOE.

The project utlizes state child count data to determine if the sample is representative of the exiting population. Weighting procedures are employed to ensure response data are representative.
The project staff provide the following information to assist in locating hard to reach students: 1) Contact information from the state's special education database; 2) additional contact information obtained during the exit interview process (cell phone, relative/friend phone number); 3) updated address listing provided via batch file ran through the Department of Motor Vehicles; and 4) Updated phone numbers provided through internet white pages.

Indiana redesigned the data collection process to provide a comprehensive follow-up system for data collection. The new INPSFS includes an IEP analysis, coupled with an Exit interview that establishes the basis for analysis with post-school outcomes and longitudinal data collection using a 1-3-5 year follow up survey methodology.
Input was solicited from parents, students, LEA staff, INDOE, University staff and an expert panel review.
Making a direct correlation with the student population is difficult due to the differences in defining the population. Unfortunately, the unique identifier does not follow the student into the adult service agencies.
At this point the connections are not streamlined beyond simple reviewing the data. Work has been initiated to consolidate the Transition IEP, SOP and follow up efforts.
